The meeting was chaired by a four member delegation from New Delhi headed by S.Rukmani, Joint Secretary (M&T), Government of India, Department of Agriculture & Farmer’s Welfare, New Delhi. Both RKVY and Krishonnati Yojana are implemented in a mission mode with a 60:40 funding pattern between central and state governments. The review meeting highlighted some of the achievements of RKVY and Krishonnati Yojana in the northeastern states. Some of the achievements are:
- Under RKVY, the northeastern states have implemented various projects such as organic farming, soil health cards, seed production, micro-irrigation, agro-forestry, value addition, climate resilience etc. The states have also achieved significant increase in the production and productivity of various crops such as rice, maize, pulses, oilseeds, fruits, vegetables etc.
- Under Krishonnati Yojana, the northeastern states have enrolled more than 50 lakh farmers under PMFBY and provided crop insurance coverage to them. The states have also covered more than 10 lakh hectares of land under PMKSY and provided irrigation facilities to the farmers. The states have also transferred more than Rs. 3000 crore to more than 50 lakh farmers under PM-KISAN and provided income support to them. The states have also implemented various schemes for livestock and fisheries development such as artificial insemination, vaccination, feed and fodder, fish seed production, fishery infrastructure etc.

- The northeastern states face difficulties in timely submission of proposals, utilization certificates, progress reports etc. due to lack of manpower, infrastructure and coordination among various departments and agencies.
- The northeastern states face difficulties in timely release of funds from the central government due to delay in approval of projects, verification of documents, reconciliation of accounts etc.
- The northeastern states face difficulties in timely implementation of projects due to delay in tendering process, procurement of materials, execution of works etc.

The review meeting also made some suggestions and recommendations to improve the implementation of RKVY and Krishonnati Yojana in the northeastern states. Some of the suggestions and recommendations are:
- The northeastern states should appoint dedicated nodal officers for each scheme and ensure regular coordination and communication with the central government and other stakeholders.
